Do you need contact information for an employer? How about an IWO address? Would you like to find out when an NCP who owes past-due support is eligible for a lump sum payment? Come hear about the exciting new enhancements and potential future enhancements to OCSE’s Child Support Portal to help child support agencies connect with employers to increase collections. Our employer, state and federal panel will share information about the success of recent enhancements to ensure employer are providing an IWO address and the upcoming enhancement to display match status to employers. This is also an opportunity for you to share feedback as we strive to continue to improve communications and processes between employers and the child support community.

Jay Butler

Jay is with the State Program and Technical Support Team for the Federal Office of Child Support Enforcement (OCSE). He works with state and tribal child support programs to expand their use of the Federal Parent Locator Service (FPLS) by maximizing automation and developing effective methods for using data and applications provided by OCSE’s Division of Federal Systems. Prior to joining OCSE in early 2013, he worked for 14 years in the State of Tennessee Child Support Program. As Project Director of the Tennessee Child Support State Disbursement Unit (SDU) and Customer Service Unit (CSU) he was responsible for implementation and ongoing operations of the SDU beginning in 1999 and the CSU beginning in 2004. Jay resides in Nashville, TN.

Lisa Ellington

Lisa serves as a State Program and Technical Support Liaison for the Federal Office of Child Support Enforcement (OCSE). She is responsible for working with states in Region IV and VIII states to help maximize usage of the Federal Parent Locator Service (FPLS) data through automated processes and the Portal. Before joining OCSE in November 2018, she worked as a trainer/developer for the new statewide South Carolina Child Support system. Prior to that, she worked for Oklahoma Child Support Services (OCSS) in various capacities, including; business and process analyst, trainer, liaison, and caseworker. During her time in Oklahoma, she co-created and served as the co-lead of the OCSS Stratification project. Lisa resides in Houston, TX.

Courtney Garnand

Courtney Garnand, serves as a State Program and Technical Support Liaison for the Federal Office of Child Support Enforcement (OCSE) for Regions 5, 6, and 7. She works with states to maximize their use of the Federal Parent Locator Service (FPLS) data through automated processes and the Portal. She is also the lead of the Electronic Document Exchange (EDE) Consortium. Prior to joining OCSE in early 2016, she worked for 16 years in the State of Oklahoma Child Support Program. As a Programs Field Representative (PFR) in Oklahoma, she was responsible for the areas of Intergovernmental cases, the Child Support Portal, Technology, and the Adjunct Faculty Program.
